ABSTRACT
Varios autores califican de Maestro a todo aquel que enseña; el Dr. Ramón Syr Salas Perea considerado de esta forma, contribuyó al desarrollo de profesionales de la salud, pues guió, asesoró y estimuló el comportamiento de los profesores en el sector salud, así como la búsqueda del objeto del saber. "Cuando se ha cumplido bien la obra de la vida", quedan el recuerdo y las enseñanzas para siempre en aquellos que se han educado; es este el caso de la fructífera y laboriosa existencia del maestro Dr. Ramón Syr Salas Perea durante su vida y sus aportes en la formación de los recursos humanos en el sector salud.
A Teacher is the one who teaches, as several authors have expressed. Dr. Ramón Syr Salas Perea was considered an outstanding teacher who contributed to the development of health professionals since he guided, advised, and encouraged the teachers' behavior in the health sector and made them realize the importance of the search for knowledge. When the work of life has been well fulfilled, memories and teaching actions will ever remain in the memory of those who have been educated. This is the case of the fruitful and hard-working labor carried out by the university teacher Dr. Ramón Syr Salas Perea during all his life, as well as his contributions in the training of human resources in the health sector.
ABSTRACT
En el nuevo paradigma sociomédico la efectividad de la comunicación constituye la piedra angular ante el reto de promover cambios en los estilos de vida y ofreciendo a la población instrumentos para pensar, analizar y reflexionar sobre su salud. La relación médico-paciente como modelo de comunicación fundamenta el comportamiento del profesional de las Ciencias Médicas y las relaciones que contraerán entre sí los médicos y el equipo de salud de donde depende la conducta moral o ética que orientará y caracterizará su trato. El objetivo de este trabajo es reflexionar acerca de los aspectos esenciales que deben caracterizar la competencia comunicativa del profesional y las habilidades para conformar una cultura de la comunicación que sirvan de base a la gestión de salud en la Atención Primaria de Salud. Se analiza el manejo de la comunicación para el logro de la empatía con el paciente, la liquidación de barreras comunicativas que permitan el acercamiento y la interacción reflexiva con el hombre sano o enfermo, la familia, las agrupaciones comunitarias y la coordinación con las instituciones sociales de la comunidad que permitan los cambios necesarios para alcanzar un modo de vida más sano y el desarrollo creciente de la cultura de la salud en la población, vinculando las herramientas cognoscitivas para educar a los miembros de la sociedad en el cuidado de su salud con las habilidades comunicativas que le permitan ser comprendido eficazmente basado en la amistad, confianza y respeto entre él y la población por cuya salud debe velar.
In de new social and medical paradigm the effectiveness of communication constitutes a cornerstone to face the challenge for promoting changes in the lifestyle and offering people ways to think, analyze and to reflex about their health. The doctor patient relationship as a model of communication substantiate the behavior of the medical science professional and the relation that doctors will have among them and the health team from which it will depend the moral or ethical attitude to be oriented and will also characterize the attention. The objective of this paper is to reflex about the essential aspects that should characterize the skills to form a culture of communication aim to obtain a health work in the primary health care. The management of communication is analyzed to achieve and empathy with the patient, the elimination of communicative barriers that allow the approaching and reflexive interaction with the healthy or the sick person, the family, communitarian groups and the coordination with the communitarian social institutions, which permit the necessary changes to reach a healthier lifestyle and an ascending development of the health culture into the population, relating knowledge tools in order to educate members of the society in their health care wilt the communicative skills that allow them being will understood based on friendship, confidence, and respect between the health professional and the population whose health be should take care of.

Para este trabajo se realizó la revisión de la bibliografía más actualizada concerniente al tema. En él, se brinda un acercamiento teórico a la capacitación de Directivos y Reservas en Dirección en Salud; realizamos un recorrido por las tendencias más generales de la capacitación de Directivos y Reservas, hicimos una aproximación a sus antecedentes en Cuba y valoramos la efectividad de la estrategia trazada por el MINSAP, bajo la conducción de la Escuela Nacional de Salud Pública, desarrollando en todo el país los Diplomados I y II de Dirección en Salud, orientados a todos los niveles de dirección. Los autores plantean la necesidad de elaborar una estrategia de capacitación que permita elevar la efectividad de las acciones realizadas por los Diplomados I y II de Dirección en Salud en función de la capacitación de los cuadros y reservas del sistema de salud.
We made a bibliographical revision in reference to the topic of this investigation. This article provides a theoretical approach upon the managers´ and their reserves´ training in the Health Management System. We went through the more general tendencies of this training course and we mode approximation to the further training courses in Cuba. We also analyzed the effectiveness of the strategy planned by the Public Health Ministry. The authors state the necessity of planning a training strategy which allow to raise the effectiveness of the accomplished actions for the Health Management Training Courses I and II.
